Course Description Permanent Cosmetics for Arkansas Licensure - 375 hours Permanent Cosmetics is a cosmetic technique which employs tattoos (permanent pigmentation of the dermis) as a means of producing designs that resemble makeup, such as eyelining (eye shadows and mascara) and other permanent enhancing colors to the skin of the face, lips and eyelids. It is also used to produce artificial eyebrows, particularly in people who have lost their eyebrows as a consequence of old age, disease, such as alopecia, chemotherapy or a genetic disturbance, and to disguise scars and white spots in the skin such as in vitiligo. It is also used to restore or enhance the breast's areola, such as after breast surgery.
Students will receive: MANUAL: A comprehensive authorized training manual will be provided. The book will give in-depth instructions, questionnaires, release and other important forms, quick checklists, etc. PIGMENT: The pigment we shall use in class will be supplied for all procedures. EQUIPMENT: The supplies used for practice of instruction (in the classroom) will be provided. You will need to purchase your own machine and power supply (if needed) after you decide the method of Permanent Cosmetics you will use. MODELS: Students may schedule friends, relative, etc. to use as models. If students wish to work on each other, this is permissible, however, eyeliner procedures cannot be performed until course work is complete. We shall have release forms at class for anyone who wishes to have any procedure performed on them. Students cannot solicit models for money.
CERTIFICATE: Upon satisfactory completion of the course, which will include a written examination.
Upon successful completion of the Program, the student will be scheduled by their instructor with the Arkansas Department of Health to take their final Practical Exam. When the Practical Exam is passed the student is then eligible to purchase a license to practice Permanent Cosmetics in the State of Arkansas.
REFUND POLICY
If a student withdraws from the school before class has begun, a $50.00 Administrative Fee will be retained by the Permanent Solutions Institute of Permanent Cosmetics, plus any credit card fees (if a credit card was used to pay Tuition), plus the application fee of $25.00. The balance, if any, will be refunded. The student may choose to reschedule their class date and incur no penalty, based on class availability.
Once class has begun, if a student withdraws, is dismissed or removed from class with less than 25% (less than 94 hours) of training completed, Permanent Solutions Institute of Permanent Cosmetics will retain a $50.00 Administrative Fee, plus any credit card fees (if a credit card was used to pay for Tuition), plus the application fee of $25.00 and remaining balance will be on a pro rata basis.
Once class has begun, if a student withdraws, is dismissed or removed from class within completion of at least 25% but less than 50% (at least 94 hours but less than 188 hours) of training, Permanent Solutions Institute of Permanent Cosmetics will retain a $50.00 Administrative Fee plus any credit card fees (if a credit card was used to pay for Tuition), plus the application fee of $25.00 and not less than 50 percent of balance of tuition, if any, will be refunded.
Once class has begun, if a student withdraws, is dismissed or removed from class within completion of 50% but less than 75% (at least 188 hours but less than 281 hours) of training, Permanent Solutions Institute of Permanent Cosmetics will retain a $50.00 Administrative Fee plus any credit card fees (if a credit card was used to pay for Tuition), plus the application fee of $25.00 and not less than 25 percent of balance of tuition, if any, will be refunded.
Once class has begun, if a student withdraws, is dismissed or removed from class within completion of 75% (at least 281 hours but less than 375 hours) of training, no refunds will be made by Permanent Solutions Institute of Permanent Cosmetics.
All Refunds shall be made by are processed by the Business Office of the Permanent Solutions Institute of Permanent Cosmetics to the student or lender no later than thirty (30) calendar days after the student withdraws or is terminated from the program. Proof of refund(s) shall be placed in the student’s file. If refunds are made by check, proof shall be a photocopy of the refund check and proof that it has cleared the bank such as the bank statement. If refunds are made by electronic funds transfer, the refund shall be recorded on the student’s account record and proof of refund shall be provided to Board staff upon request. If refunds are made to a credit card the credit receipt shall serve as proof of the refund.
Prerequisites Training for Permanent Cosmetics in the Permanent Solutions Institute for Permanent Cosmetics cannot begin until the student is certified by the Arkansas Department of Health as a Permanent Cosmetic Apprentice. Permanent Solutions Institute of Permanent Cosmetics must set up the Apprentice exam, which is a written test given by the Arkansas Department of Health in their headquarters in Little Rock, Arkansas. This test is given on the 3rd. Monday of each month unless the date falls on a State holiday, in which case it will be given the following day. The cost of the test is $50.00 and is paid to the Arkansas Department of Health. A study guide for this test will be provided by Permanent Solutions Institute for Permanent Cosmetics upon completion of Enrollment agreement and Contract and Training Agreement.
Other prerequisites to be met by the Arkansas Department of Health are:
A certificate of completion of a Bloodborne Pathogens course. Documentation certifying that the student is free from Hepatitis B. Documentation of a negative TB skin test for the student. Documentation of a color vision test. Documentation of a High School Diploma or GED.
Please note that these documentations are to be provided to the Arkansas Department of Health before the Apprentice exam can be given. It is not necessary to mail these before the test is scheduled, just bring copies of these to the facility on the day of the test. The cost/fees for all these prerequisites are the sole responsibility of the student.
Catalog Please note that the following information contained in this catalog will remain in effect thru December 31 2007. Any changes in this catalog will be given in advance notice to the Arkansas State Board of Private Career Education for approval.
Policy Regarding Credit for Previous Education/Training The Arkansas Department of Health does not acknowledge reciprocity of any license or experience as a Permanent Cosmetic Artist from any other state; therefore Permanent Solutions Institute of Permanent Cosmetics cannot give any credit for previous education, training and/or work experience.
Primary Class Curriculum (class outline) The following is the Class Outline for the Permanent Cosmetics Training Course for Arkansas Licensure. There are 375 clocked hours required to complete this course.
INTRODUCTION TO PERMANENT COSMETICS: (7 hours) Learn the history, benefits and its limitation.
SANITATION/STERILIZATION: (14 hours) Learn Standard Precautions, cross- contamination, all appropriate procedures, methods and techniques.
FACIAL MORPHOLOGY & PHYSIOGNOMY: (28 hours) Learn to see the entire face; learn to identify facial shapes and the characteristics of each feature. Learn to create the ideal and appropriate shape and placement of eyebrows, eyeliners, lash enhancements and lip liners.
ANATOMY OF THE EYE (7 hours) Learn the anatomy of the eye and eyelids and the areas safe for tattooing and those that are not and why. Learn safe tattooing techniques that enhance and flatter the shape of the eyes.
SKIN/SKIN DISORDERS: (14 hours) Learn where and how pigment is placed into the skin. Disorders, scar tissue, Fitzpatrick Scale, textures & tones, ageing, elasticity and how all of these factors affect the ultimate healed results.
PATIENT/CLIENT TREATMENT: (14 hours) Learn how to evaluate each client, consult and offer Informed Consent. Live models are scheduled so the trainee can observe the instructor during the initial consultation. Identifying areas that require medical clearance prior to tattooing. Application of cosmetic rules regarding shape, color and amount of permanent cosmetic appropriate for the client are shown as well as evaluating the client’s expectations of the procedure(s). Over-the- counter cosmetics are applied to the client and review of realistic expectations will be reiterated.
PATIENT/CLIENT MANAGEMENT: (13 hours) Description of procedure and instructing clients on their before and after care. Describe to each client when they should seek medical treatment for possible contraindications.
EQUIPMENT AND SUPPLIES: (21 hours) Learn types, maintenance, sources, needle clusters, pigment knowledge. A supply list of each item used in practice will be provided along with vendors.
HANDS-ON EXERCISES AND DEMONSTRATIONS: (215 hours) Learn applications of eyebrows, eyeliners and lip liners. Learn appropriate selection of pigment colors, use of (OTC) topical anesthetics for client comfort and tips for working conservatively. Observance of the instructor’s techniques & form while doing procedures. Proper position of technician’s body, especially the arm and hand, and correct use of machine for a safe and stable application.
EXTENSIVE COLOR THEORY: (28 hours) Learn color control with tried and true formulas and comprehensive appreciation for color behavior intra- dermally. Altering and correcting color versus color removal.
MARKETING AND BUSINESS CONSIDERATIONS: (14 hours) Learn business laws; the business aspect of your clinic regarding liability, insurance and guidelines to becoming an independent contractor will be covered. A list of insurance providers will be included. All client forms are supplied for you so you can focus on just performing the procedure, (I.e. Health History, Pre-procedure, Informed Consent Form, Re-Consent Form, Consultation/Incident Sheet, Formula Record, etc.) will be included.
Class requirements: ATTIRE: We request student’s attire be casual professional and comfortable shoes. (Sneakers and Scrubs are fine.)
YOU WILL NEED: Camera. Students are required to begin cataloging before and after pictures, (preferable on a camera with macro setting for close-up shots). Notebook and Pen.
Equipment: You will also need to purchase your own machine and power supply (if needed) after you have decided the method of Permanent Cosmetics you will use. The price of this equipment varies, depending on the Brand make of machine and where it is purchased, ranging anywhere from $230.00 up to $5,000.00. The average cost is approximately $500.00. Your instructor will assist you in finding the best product of your choice for the price when deciding what to buy. You may also use any equipment you may have already providing it is in satisfactory working condition.
